She was a faithful and active member of St. Philip’s Church in Harlem for decades who was a recipient of the Bishop Cross in 1983.

“Joyce Phillips Austin. She accepts so readily and gives so generously of her time when asked to serve her church that the unwitting might be led to underestimate the role that Joyce Phillips Austin plays in the social welfare structure of our metropolitan area.
Distinguished service in federal, state and local government agencies and in a voluntary child care agency seemed to lead naturally to her 1975 appointment as the Executive Vice President of the Federation of Protestant Welfare Agencies. In that post, she provides a helping community with exceptional leadership, both as a voice for the needy and as an enabler for those who serve them.
The Church could well honor her for this alone but she has also placed her legal training and her administrative skill at the disposal of two Manhattan vestries; St. Philips and Trinity; served faithfully In the Diocesan Council, Executive Committee and Ministries Commission; and been an active trustee of the Venture Fund. Her strong but quiet love has given a Christian spirit to all in which she has engaged,
